Title III Strengthening Institutions Program

Title III of the Higher Education Act provides support for access to postsecondary education and for strengthening institutional capacity to provide educational opportunities for needy students. Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges (TCC), and Alaskan Native and Native Hawaiian-serving institutions are included under this title. Grants are made to institutions for facilities upgrades, improvements in instruction and academic programs, and for endowment funds.

In 2003-2004, HEMS:

1. Planned and wrote funded proposals (typical award: $1.8 million over 5 yrs) for Chaminade University (HI), Chowan College (NC), Hiwassee College (TN), and Shimer College (IL), and signed follow-on $75,000 technical assistance contracts with each institution under the grants;
2. Prepared and submitted new Title III proposals for Sterling College (KS), Wesleyan College (GA), Louisburg College (NC), and the Ohio State University Agricultural Technical Institute; and
3. Prepared evaluation and student recruitment reports for Landmark College (ME), Benedictine College (KS), and Shimer College (IL).
