Fund for the Improvement of Postsecondary Education (FIPSE): An Online Grant Database

HEMS designed and developed a secure centralized web site from which FIPSE grant information can be both stored and managed in real-time. Functionality includes:

• Converting existing annual and final reporting formats for all active grant programs to an online format, allowing grantees to submit and update, as required, annual and final report data (e.g., contract information, project abstract, lead institutions, lead contact, budget, year of funding).



• Designing online reports for three grant programs (e.g., the Comprehensive Program, the EC-US Cooperation Program in Higher Education and Vocational Education and Training, the Program for North American Mobility in Higher Education, or the US-Brazil Consortia in Higher Education Program) that allow FIPSE program and evaluation staff to work with annual and final reporting data, aggregated and disaggregated, for dissemination purposes as required under the Government Performance and Results Act (GPRA).

HEMS developed the online interface for entering individual report data elements and uploading report files (attachments). The reports consisted of a combination of the following elements: Cover Sheet, Annual/Final Performance Narrative, Student Mobility Data Sheet, Annual/Final Budget, Project Description. The report output is produced in HTML and MS Access.
