HEMS provides extensive formative and summative evaluation services with an emphasis on quantitative evaluations of program impact using quasi-experimental designs and online data collection and analysis systems. Paul Bucci, Vice President and Director of HEMS, has over 20 years of experience in designing and evaluating higher education interventions, especially in the areas of science and technology education and education reform.
